I just received my clips for the No4 and the enblocs for the Garand. They both seem to have a textured finish on them and are very tight. For the Enfield, how easy should the bullets "slide" down the clip into the Mag when you push them down? I also remember someone saying that because they are rimmed cartridges you have to stagger those rims, front, back, front, etc. Is this true?

For the Garand, I wanted to test it with 8 empty rounds, but it doesn't seem to load the empty shell. Is this because the casing is obviously not long enough to be loaded into the chamber, or are they in the bloc too tight?
 
Look at the base of your enbloc clip, is there any manufacturers monogram??
http: //members.bellatlantic.net/~wolfsrus/clips/clips.html I recently purchased a dozen from Gun Parts Corp in the US. They appear to be new chinese in manufacture and are garbage!!! I had to throw all mine away as none of them worked. Make up some dummy rounds and try them that way. Beware of junk.
 
"...it doesn't seem to load the empty shell..." If 'it' is the rifle, it won't from a clip. As you said, the cases are too short.
If 'it' is the clip, it will, but it'll be a bit tighter as the cases have been expanded upon firing. An M1 clip is a spring though, so even empties will go in. The finish on M1 clips is parkerizing, just like the rifle.
Lee-Enfield chargers are springs too. There should be some resistance, but you should be able to load them with finger pressure. There is a method for the rims as well. Go here for a picture of how to do it. No W's.

Instead of stretching the .303" charger and possibly damaging it slide a ctg throuh it about 50 times to polish the interior.
