I built and hunted with a 7-300 WM years ago but have very little advice or info to give you. Totally different application.............however you should be able to reach 3000 fps with the 195 if it is properly throated.........doesn't sound as though you will be needing the magazine so I'd go at least .250-.300" freebore and I have no doubt that with a 26-27" barrel you should get 3000 fps. Throat life will depend a lot on pressures and powder type, but I have run more than 10,000 rounds through 1 243 and very close to 10,000 through another before they would not keep MOA......shot out to a bench shooter is just broken in to a hunter or silhouette shooter...........Depends entirely on your expectations, I had to change bullets and seating depths 4 times with my first 243 to keep her shooting as long as I did and I think 3 changes with the 2nd one. Now I have 5 or 6 so I don't abuse any one too badly........
One more thing I found......when necking these 300 cases I used my 7 RM FL die and did not use a neck die because I found I had almost zero run out using the 7 Mag die set properly but had atrocious run out when I tried just necking them down without supporting and aligning the body at the same time.
Another cartridge I played with very successfully was a 7mm on an 8X68 case necked down and blown out and improved with a 30 degree shoulder. Exactly the same case capacity as the 7mm-300WM but a longer neck and no belt with the added bonus of using RWS brass. I still have this reamer.......it cut exactly one chamber.
