What makes the certified rifle actually worth the extra dollars ($200ish), as I understand that it's very common for the non-certified version to shoot sub MOA?

The $200.00 difference is the guarantee that it will shoot sub-moa.

I have had a couple of the S1 rifles, that would not shoot much under 1.5 moa [still good for 99.9% of all hunting situations]

I guess it boils down to whether one wants to take the chance on the moa accuracy with the non-certified models or not.

Any vanguard I've shot has hit sub moa. I laughed at the display at crappy tire when they had 2 .257. One was $6xx and one was $5xx. Someone bought the expensive 'sub moa' one. Poor soul.

My S1 .270 Win has a 24" bbl, with a Boyd's Classic stock (epoxy bed) and shoots tiny little groups, with Winchester Power Points..........off of a Lead Sled, of course :)
 
I bought myself a little S2 for backup work, pretty decent accuracy of the bat... JP.
