Suggestions for first 22 target rifle?

Can't go wrong with a cz as your first target rifle. As per Horsman2, the type of CZ you should buy depends a lot on what type of target work you have in mind. If you decide to upgrade one day, CZs hold their value well and sell quickly.

Most CZ's are great shooters.
My Browning T-Bolt with the trigger fixed makes smaller clover leafs than the
two CZ's here.
Don't leave these out of your Hmmmhummmhmmmmmm list.
If the moohlah is tight, an old single shot Winchester, 67, 68 or repeat'in 69's
make nice leaf's too.
