I’d recommend the following:
Remington Model Seven or 700 Youth in 7mm08 or 260 Rem
Ruger Hawkeye Compact in 243 or 308
Winchester Model 70 Fwt. Compact in 243 or 308
Winchester 94 or similar Marlin 336 in good ol 30-30.
I'd go with a Winchester feather weight in 308 engraved for him. Or a Remington model 7 in 308 engraved but really I think the feather weight is the nicer rifle. Either will last him his whole life. No plastic on those rifles.
After the 22LR,223,22-250 and 410, I let my son shoot with a 12 gauge shooting target loads at pumpkins, cans,etc. then bird hunting with 2 3/4 loads and finally 3". After that he went straight to the 308 for deer and kick was negligible off the bench.
I think it's good to get them to shoot something offhand that kicks a bit more than right away going to a rifle off the bench. Just my personal opinion.

I picked one of these up for under 500$. They come with a stock adapter so you can lengthen them, I got one in 223, nice light rifle, short and easy to handle, and not much recoil.
