I really like the forum the way it is - I think that starting out with the off the shelf, and then learning to build from there is a great way to start. There are great posts here on advice, and it gives you ideas on what you might like to do.
I agree, we have the same questions over and over, I think that putting a sticky or two at the top, with the different thoughts on Savage vs Remington vs Tikka vs Sako, might be the way to go. Easy reference for the noobs, reminders for the rest of us.
In the end, I think the most important thing to do is get new shooters interested in the sport, and help them out. Make sure they get a good starting rig for a reasonable cost, something that if they don't like it, they won't lose too much money on selling. Have some success at the early stages. When they are ready to move up in $$ for a gun, then they know what to look for, and what they want to shoot.
1/4 MOA is a dream goal for a lot of people, and we need to realize that for many, hitting the Bull is enough (ok, I like V's as much as the next person, but I'm realistic, I know my wind reading skills are still developing, and I'm quite happy with 5's
