Suggestions for next 22LR?

I will take a look at one of these. I don't mind the idea of a tube mag, no nonsense/can't forget the mag kinda gun.
I can show you how to make quick-loaders for a Marlin 60 (or any other tube-gun,) out of copper tubing, and a quiver to hang from the belt to carry them all out of some old jeans and some wire. I carried that around all gopher season last year; 20 fast reloads containing 280 rounds in my pocket, for the cost of 2 banana mags :D
 
With everything you've mentioned~for new, I'd be looking at a CZ452 American, a CZ scout (very small) a Zastava (sp?), or a Marlin XT for new rifles. I bought 2 x .22s this year, a Savage Mark II FV-SR and a Chiappa Little Badger a few days ago. I like the Savage, but had to add a cheek riser for scope use and it IS a heavy barrel~not great for offhand shots..though it gets used that way. :)

Another option, but you'd need to bend on the "wood" thing, would be a Norinco JW-15A "Backpacker". I really like mine, it sees a pile of use too. Very compact, accurate, uses CZ452 mags (excellent, and reliable)...probably a great choice for you. They're around $175 used, so inside your $400 budget...some rings, a good mag, and a cheap scope~you're set!
 
I've got a Henry and other than in a bench rested situation it's as accurate as a bolt rifle due to the skills and steadiness of the shooter. Once you are shooting free style from a standing position the inherently greater accuracy in something like a CZ goes out the window because regular folks are not bench sleds. They shake and wobble and they end up shooting all the guns just fine within that sort of limit. So unless you're a master class rifle marksman or plan on shooting from a rested bench position all the time something like a Henry is going to serve you as well as something like a CZ. From the bench I'm sure the CZ and other such rifles would beat the Henry. But you mentioned that it'll be a hunting and plinking rifle. And we don't normally shoot from benches when hunting and plinking.

Shooting from prone on a mat with my Henry I've been able to keep all 10 rounds within a 1 inch group at 20 yards even using the stock plain iron sights and despite my fuzzy old guy eyeballs. With a scope and using a barrel rest bag I don't doubt that I could produce nickel size groups at that distance. Or possibly even dime size groups.
 
I love my CZ's as much as the next guy... but I also love my Henry's... given your parameters the Henry standard H001 is perfect for you... great little rifle... you won't regret it.
 
I've thought several times about a Henry, but with the alloy receiver, there is a chance of the finish pealing off if damaged.

I went the Browning lever action, more money, but totally different level of quality.

As for the original posted question, pumps are nice, so might I suggest a used Remmy 572 pump?
Easy and fast follow up shots.

This. I sold both my 300s and kept the norinco backpacker. Worth more then the price tag. Also maybe the ruger american. I've also had good luck with marlin 60s and the XT series. Don't forget to check out the Cooey 60. The sights will be familiar, way under budget and surprisingly accurate.
 
Maybe over the budget, the Browning Buckmark rifle in the sporter version would fill the bill quite nicely. Mine wears a Weaver 3-9 AO classic, is the only semi auto that I take out along with my bolt guns to the pastures for gophers. Very accurate carbine overlooked by many.
 
Ok so I walked away from Sail with the Zastava. They did not stock any Henry's or CZ's so that was off the choice list but did get to check out a few of the others mentioned in this thread. Handled the Savage but found the wood to be lacking and the bolt a bit gritty. Next fondled the Marlin XT which is almost identical to the Savage but finish was better and action was smoother. Then I grabbed the Zastava and found the action to be as smooth as the Marlin, everything seemed to be metal but what got me was the stock. I found it to be a lot nicer then the other two and had lot more character which is a big selling point for me. Only thing I'm not huge on is the mags, only hold 4 and a bit rough seating in mag well. It didn't hurt either that I had gift cards for Sail, the Henry and CZ's will have to wait for another day!

I own 3 Zastavs and they shoot as good as CZ. Just not as nice fitting stock or as nice a bolt. But all parts are metal including the mags, with nice Linseed oil stock that you can smell for the first few months every time you open the safe. CZ are top notch, just don`t like the plastic mags ( I`m old fashioned ) the mags work fine though. If you get CZ and shoot open sights. Get one with the military type rear sight which i think they are phasing out so move fast before they are gone.
