Suggestions for next 22LR?

How is the Scout for a normal (5' 11" 165lbs) guy? Is it too small?

No.

If you were abnormally long in some dimensions then at some point a short stocked youth gun would be an issue but for most people shooting a youth stock just needs a slight shift in the shoulder angle relative to the target or if the person really likes a traditional bladed stance a a slip on pad is a quick adjustment.
 
^^^Yup. Love my CZs and my Henry H001. The CZs destroy the henry in the accuracy department, and overall handling and feel. IHMO.

I'll call bull**** on better handling and feel... even if both of these qualities are subjective... a bolt action SHOULD be more accurate than a lever... but all of my Henry lever actions are more accurate than required for hunting and plinking... I have four CZ rimfires and four Henry rimfires... and any of the Henry's kill the CZ's in the handling and feel department... but having said this... I love both, my CZ Lux with a Nikon Monarch 2-7X is such a classic small game rifle... feels good slung on the shoulder... but of all of them, I would take my Frontier with Skinner sights... just to carry, to cycle the action or for the pure joy of shooting.
