integrated uppers are so 2008, no one wants them, almost all big clients around the world said the same thing, if we damage any part of the upper or handguard everything has to be trashed. and its too heavy
For military I could definitely see why they wouldn't want the monolithic upper except for designated marksmen rifles or other specific uses. For general issue being able to easily replace the upper parts without having to replace the whole upper could have some advantages. Especially if you can't just send it back to an armorer for repair/replacement. But that's really not an issue for police or my range trips.
