I used sandpaper to remove the "grain" and texture from the steel. A buffing wheel was used for the shine. It was easy on most of the barrel but polishing inside the flutes took forever. I cut out little circles of sandpaper and put them in a dremel tool until they wore out or got shredded. I tried a lot of things but this worked the best. It probably took over a hundred little circles of sandpaper to get the flutes flawless. I guess it was worth it; but I probably wouldn't do it again on a fluted barrel. I didn't keep track of hours, but probably over 20 hours polishing the barrel.

I've never calculated the final cost, it would probably be a bit scary so I'd rather not. Everything was ordered from the states though so that saved some money.
