ITAR is nothing to our govt, the only risk is to the person trying to export it from the US. Feel free to take a drive down, grab a scope and a muzzle break and if you make it to the Canadian side, so long as you declare it, your 100% in line with Canadian law.
Edit: But, if you get unlucky and get stopped at a randomly setup US checkpoint and they nail you for it... ouch!
