Also ITAR is all about export from USA. While they are here (so you did get them and they all already in Canada) who is looking for the end user?

in order to get the export permit authorized by the US Gov, you have to tell them who is buying it, End User.
these can only be exported if they are going to LEO or Mil end users. Civilians cannot get export approval.
the End user must also return the item if they no longer need/want it according to the export certificate.

I'll Clarify.. (Even though I thought it was clear)
Unless you're part of a government agency and purchasing it for government use you cant have it.
Sorry reading it again it kinda makes sense what your wrote but kinda ambiguous and confusing, but wasn't clear on the Agency/Individual MIL/LEO member distinction. CFMopar makes it much more clear.
