Surplus ammo question

Not sure what to make of this so I figured I would ask here after google came up short.

I purchased 2 crates of surplus 7.62 x 39 from lebarons 8 years ago. The first one was steel cased with the head stamp 22 69. The second I just opened and it is brass cased and shiny. Same head stamp and it passed the magnet test although it still has the steel core bullet.

Has anyone seen this before? Worth saving the brass to reload? Shoot with no regrets of it being some rare crate?
 
Pull a bullet. If there’s two flash holes in the bottom it’s berdan primed and not north keeping. This is most likely the case. One hole is boxer primed and reloadable.

I think is Romanian, some with brass, all corosive.
