i just ordered the ammo/svt40 deal from tradex. I think the surplus ammo is 147 grain but I had some 7.62x54r 200 grain so ammo laying around, if the rifle is accurate is there any reason I couldnt fire heavy 200 grainers out of it for hunting bear/moose? is there anything I need to watch out for...I cant wait for this thing to show up it will go nice with my m44 and 91/30, will make a happy family

No problem firing heavy ball, just turn down the gas setting so the rifle will operate well without beating the action.

do i have to buy a gas adjustment tool or can i make one?

You can buy one of either type of adjustment/take-down tools from a seller on the EE (should be on the first page of the MilSurp Parts right now). That's my recommendation.

Make your own if you can handle a pentagonal wrench that size. Or there's probably a tiny socket like if you've got a 12-point 4mm (just a guess) or something that should slip on and grab it. Otherwise you can just put something soft in the jaws of your big crusher grippy pliers and turn gently.

If you have the rifle taken apart, the gas system nozzle bit will turn freely until you screw things down.
