SVT-40 scope mount problem

I have an SVT-40 scope mount the Frontier Firearms, the big bulky new version.
When I attempted to mount the a scope I discovered that the scope mounts rail would not accept the Leupold QRW mounts. I placed the QRW mounts on all my other rails with no problems. I then measured all my other rails and found the SVT rail to be .010" wider.
Have anyone else run into this problem ?

I also found that no matter how tight you get the screws, the mount walks forward till the bolt carrier handle starts hitting it, causing firing issues.

Not an easy rifle to scope.
