There are likely things going on in the background that only the players are privy too.
Let's not forget, manufacturing processes change, they are improved upon, and revised. Don't make the mistake of comparing the first versions of the SG 540 series (i.e. the Famae 540. 542) to our Swiss Arms in Canada. The final version of the Swiss 540 is pretty much identical to our rifle - yet made on a different assembly line than the SG550.
Yep, it would be easy to see how someone (the RCMP) could have trouble differentiating between the two series of firearms given a cursary glance - but given an accurate / official account of the two manufacturing processes, the decision to allow the Swiss Arms rifle series in Canada should go in our favor.
