I read in the Optics forum that a member has a PE90 flat-top where the flat-top rail is tilted. Has any other members here experienced or seen one of these as the rail is integral to the receiver and not easily repaired in my estimation?

First we have seen this problem in a hundred guns or so. The gun in question was a Classic Green Carbine however, not a Black Special Target.
 
I'm the lucky fellow in question with the carbine.

To clarify: when looking at the rail from the stock end (regular shooting position) the rail is rotated about 5 degrees clockwise. I'm using an SPR leupold with Mark IV rings. IF the scope was leveled with the rail then when I'm holding the gun the scope reticle was a little crooked. I solved the problems by securing the gun to a gun vise, then using a bubble level leveled the scope to the receiver and not the rail.

Problem is I want to get an ACOG in the future and their flat top mount doesn't consist of rings so I can adjust 'rotation' of the scope.

As per Greentip's advice I did contact TSE and they offered solutions to the situation . I am most impressed by this since I bought the carbine in another City yet as the importers they were willing to assist me in rectifying the situation. Service like this earns my respect. As for Swiss Arms well, you make enough of a product and a problem is inevitable. Apart from the rail the gun is superb.
