Depends on what you want. The answer is both. I have a 870MM that I pimped myself and ended up spending a crapload more than most tactical shotguns. But I also got more than most.
How about you look at what you want, add the prices of the parts/mods you want, then see if you can get a comparable factory set up. Do the math youself, it is the only way.
P.S. Props to the motherland! The city by the bay is a great place....as long as you can find a decent job.

Well you can buy already pimped shotguns, Scattergun Technologies for example, but they may not be exactly what you want. I bought a Mossberg 590A1 a little while back and added a speed feed stock, sideshell carrier, heat shield, and a Surefire fore-end light. I kitted it out for my own personal preferences and it cost me just under $1000. With the already pimped shotguns I just couldn't find the right combination for what I wanted.

Unless you are buying a highly customized Scattergun Tech or similar you are just putting spinning rims on a Neon IMHO if you are upgrading an inferior model. Eg: Buying a low end 870 and putting gadgets on it, when tons of major departments, respected instructors, and knowledgeable folk have repeated over and over that a 870p is not an upgraded 870 Express or similar, but a better built and designed model with enhanced quality control. Eg: Everyone wants a knoxx stock, but how many people who fight for a living use one. Clint Smith at Thunder Ranch. (The real TR!) highly recommends a solid stock on most weapons... Unless your poor shoulder hurts... hehe.
So you may have a fancy tactical norinco or other black gun with mods and widgets... But how good of a strategic of a choice is that.
The better idea, I think, is to start with the better model in the first place.
