Tapper crimp problem

Why is my tapper crimp die sticking?
I have a dillon 650 and when a shell is in the crimp station the press has a
noticeable bounce. The die is holding on to the shell

I have set the die as per the manufacturers instructions.
9mm hornady tapper crimp die.

How much of a crimp are you applying? And, how much flare did you add prior to seating the bullet?
