Target Rifle for 100 - 300 yards -- suggestions?

Bang on for the Remington 700, probably the most accurate out of the box production rifle in existence. I would opt for 308 or 30/06 over 223 but that's just me

Not my experience. I have a Browning Mauser, Remington 700, and Savage LRPV. The Savage out shoots the Remington and Browning by bunches. The Remington never did better than 1 MOA at the best of times. The Savage will shoot down to 0.2 MOA (three shot groups at 100 meters) and cherry picked better than that. The most accurate Remington is probably the 40-X which is really a custom gun. Even with it they only claim 0.5" three shot groups at 100 yards.
 
Tradeex has used CG63 target rifles in 6.5x55 for less than 500.00. A great cartridge that would be ideal for your needs. Invest in good quality optics and you will have a complete package for less than your 2500.00 budget.
 
I agree with the above and would add the H-S Precision HTR 2000. I own one and a Sig 3000. Theses are rifles that perform wonderfully well out of the box, new or used and there is no gamble involved, as in "will it be a shooter?".
They can be found within or close to your budget.

I own and shoot both these rifles and they are gems. Both bought used on CGN. 1/2 MOA all day long and much better.
I like the looks of the H-S, particularly.
