It is. A lot of guys will say to make sure that you have your hunting and small game license so that if a Conservation Officer stops you you'll be legal since in most places certain game like coyotes are legal to shoot year round.
However as long as you are obviously target shooting I.E steel gong and other targets set up, a table to shoot off of,o spotting scope etc. and no signs of poaching then you will be fine. A friend and I spent a few days camping along a hydro line doing long range shooting and I am confident that any CO would not have tried to charge us with poaching or anything due to our very obvious target shooting setup.
