Tariffs are applied based on how the goods are declared (hs code) and how the cbsa officer decides... So in defense of the local shop they may have been hit anyway through no fault of theirs... Or it could be their distributor raising prices across the board using tarifs as an excuseYour local shop, and some other unscrupulous gun shops will use this tariff bull-sh!t yet again to screw themselves out of business due to GREED!......

In general, yes, guns and ammunution should not be tariffed. But reloading dies and presses (hs code 8207.30 which most people use for reloading dies is affected...)
A creative broker might be able to find another but appropriate classification that is tariff free
