I cannot see how that would be a mistake by the machinist, I would know, I'm a lathe guy myself. The finish on the chamfer on the back is definately too nice to be accidental. Besides, you think it would be noticed since that would be where the front sight blade would normally go? That undercut has to have some sort of use...

Oh, and round stuff is turned, not "lathed", sorry, pet peeve of mine... No offence Nine.
 
Since they would be made on automatic lathes, it is likely that the old pattern or program was in the machine when they ran this. The operator caught it, and the was hopefully sold as a second, or they have some serious inspection issues at the plant.

PS as suggested in the M4 thread, it may be due to US rules, and the US side missed removing the the 68GCA portion of the barrel.
