Page 25 section e , explains the procedure , it states.........."pulling the cocking handle FULLY rearward and releasing if the bolt is closed"

Fully rearward is the key, not forcefully rearward, fully rearward

According to my experience and Greentips's input verifying that, for a brand new one, one has to pull it backward with force or else sometimes it does not ####.
