In canada, they are one in the same aside from the CTAR having a 15" barrel (restricted) and the "normal" TAR has a 18.5" to be Non-Restricted.
Unless all you are going to do is registered range time, the non restricted status is the way to go. Anyone who has bought a Ctar will find it is impossible to re-sell if they choose because 3.5" really isn't that big of a deal untill the issue of classification comes up.
