HOW do you deal with stand by or walk on at the day of the event. If the squads are not full and someone shows up with guns and cash at the end do you let them shoot?

Generally we do not do walk on's.
'Not fair to those who pre registered.

If a walk on shows up they may be allowed to shoot as long as it doesn't affect others and the RO/MD are up to the extra unexpected work.
No promises no guarantees
Walk on's do so at their own risk...

Can anyone give an example of 7.62 x 39 ammo that is suitable to use on these targets?

I haven't seen any ammo that is labeled either as "steel core" or "non-steel core".

Some brand names might be helpful.

It's that cheap crated "surplus" stuff you have to worry about.
Any current commercially manufactured ammo should have its info clearly marked on the box.
Chances are if it came in a green can, wooden crate or other plain wrapping from some eastern european state its military and certainly steel core.
