Temporary bringing SVT-40 to US?

Hi guys.
I did a search and could not find anything on subject.
A friend of mine filed application to temporary bring some guns to US. Those are misc WW2 guns including 1 soviet SVT-40. Application was partially approved. SVT-40 did not go through and the reasoning was "The Tokorov model SVT-40 rifle you wish to import... does not appear on Annex A of the above referenced agreement (5 Apr 1996 DOS letter to ATF). Accordingly ATF must deny your request to import the firearm into the United States."

So my questions are:
- is there anybody with success story of temporary bringing such guns to US?
- is it worth appealing this decision or this "5 Apr 1996 DOS letter to ATF" puts restriction on temporary gun bringing or is it just for permanent import.
- I must note that application is called "Application\Permit for Temporary Importation of Firearms and Ammunition by Nonimmigrant Aliens", so technically we are talking about "importation", however temporary, not permanent and I had impression above mentioned document forbids only permanent import. I'm really having hard time understanding US legal documents as English is not my native language. But I can't find anything that forbids "temporary import"

Your thoughts / comments will be appreciated.
 
Past reports I have seen is that anything not permissible for permanent importation into the US is unlikely to be authorized for temporary importation either.
