same goes for BX-25 mags for the Ruger 10/22s...

Ruger advertised the BX-25 as being designed for a pistol. That makes it a pistol mag and limits capacity to 10 rounds. Is that hard to understand?

Yes, our laws are stupid beyond description and frustrating to deal with.

banana #1 is restricted because it has two recievers (upper and lower) like a AR15, and shares some components with (trigger group) & rear stock with a AR15. Therefore - because it is cool - our masters at the RCMP have classified it as a AR-varient.

banana #2 is non-restricted because Mossberg took a crappy cheap 22 rifle and wrapped it in a cheap flimsy plastic skin. At its heart its still a plinkster.

I know very well the BX-25 mags are packaged and marked as "compatible with pistols" yet the same exact design by butler creeks is completely legal

If ruger would re-package the BX-25s we could have a good quality mag for 10/22s

OP I feel your pain. I asked this same question recently and still couldn't get a straight answer. I came to the conclusion that it is restricted because "it looks scary". I ended up buying the Ruger SR-22 instead.
