the "bullet test" is discussed for determining shootability of a Lee Enfield. What exactly are the measurements which would indicate a bore is good vs not good?

All the bullet test does is indicate that the muzzle is not worn to point that a .311/2/3" diameter bullet will enter. An oversized bore at the muzzle will result in degraded accuracy. That is why it is not uncommon to see surpus rifles with counterbored muzzles.
