I don't reload and have no plans to so that is a very good point. I have read the 223 is good for 200yds no problem and 500yds with practice
 
I'd say get a .223 heavy barrel, with a faster twist so you can use the heavier bullets for 500y shots. It'll be the cheapest option to feed at the range.

Or just a .308 with a heavy barrel, heavy chassis, heavy scope, and some light bullets, to keep your calibers the same.

A lot of the time a new shooter thinks a nice light rifle is the way to go, but any .308 based cartridge in a 9+ pound rifle is quite the pussycat, especially with reduced loads and light bullets.

Thanks for showing this. This post is totally on topic due to being the wifes gun. It's nice to see the girls get involved. Its also important to remember they usually do it to spend more time with us.

Did a build for my girlfriend this Winter, started with a .223 Stevens 200, installed an mdt chassis and rail, mark 4 rings and a 3-9 mark ar, had it cerakoted the Colors she picked out, she loves it and now I always have a range buddy

I too would recommend the Vanguard, but in 223. It's heavy enough to eliminate recoil and will be a great shooter. A 223 is a good place to start shooting CF and it will be a rifle that will be a favourite long after others are purchased. Buy a good scope right off the bat and you will be happier down the road. A 4-12 or 4-16ish scope will work well and mounts are easy to find for the Vanguard as M700s fit. Cheap scopes are not cheap in the long run.

The 223 is a lot cheaper that most others, but you should not rule out loading in the future. It makes the shooting a lot cheaper again and can be quite rewarding.
 
Busting clays at 500yrds means MOA or better. You can probably forget cheap semis right off the bat. I would build around good glass, not the other way around. Something with at least 18x or more. Most $500 commercial guns once bedded will get you there accuracy wise. So you have $1k to get a good scope. My go to for general scopes is Leupold so I will recommend Product #115394 with the mildot reticule. You might have to shell a bit more out to get a good mount for it but it'll be worth it.
 
Only on CGN could a simple ask and response (to the inquiry of a semi-auto) induce so much butt hurt to get a thread near the point of lockout.
