The M1 Garand

I have always wondered what IDIOT in the war dept thought clip loading was better than a detacheable magazine. There would have been fewer parts if a box magazine had been adopted.
 
I've noticed there is still a decent arsenal of M1 Garand's in the States, at reasonable prices. Is there an export/import law stating these can no longer be brought into Canada, or is it just that no one is willing to do it in any vast quantity?
 
Need some help.
I just picked up an M1 Garand. All SA and correect drawing numbers for the year and with the original barrel. It's in great shape but there are some numbers I don't know about.
On the right side of the butt is stamped AA which I understand to mean Agusta Arsenal rebuild but below that are some numbers. Perhaps a foreign military serial number but I don't know. Anyone?

I bought 3 pallets of stocks (both Garand and Carbine) in the early 90's at a DRMO sale outside of Ft Benning. I saw a fair number of stocks marked in a similar fashion. My thought is that it was a rack number and not associated with a foreign government.
