Looks like a 30 cal broken shell extractor tool. There was also a slightly different one for the .308. Can't tell with your side view. It was used on the M1919A4, and I would venture to guess on other US 30-06 guns.
There were 2 lengths of these tools kicking around the QMs for the 1919s. The 30-06 had a longer stem. Not sure if they simply modified the 30 cal ones over to 308 or had new ones purchased for the 308 caliber.shell extractor is correct but im not sure what caliber or firearms, but it looks like it will work on .308 , like in the frontal view pic.

Warren has definately dredged the shed for these parts! This is a Lee Enfield accessory, probably for clipping to the handguard, but not sure what goes through the stove bolt ...
