This was the first proposal that included a RAMP program.


Highlights
Open Spaces Alberta – Recreation Access Management Program (RAMP)


Landowners enrol their private lands and commit to provide access opportunities for
hunting and fishing by contract


Only available to landowners who are not participating in HFH


Provide $10 - $20 per hunting/fishing user day (one payment made per day per user)


User day payment is not applicable to landowner or direct relatives of the landowner(s)


Maximum payment of $2,000/section or parts thereof or per landowner, per year as per
contract


Only available to landowners who have significant wildlife habitat (native grass, shrubs,
etc.) or key access for fishing


Lands identified for RAMP are free access for hunters and anglers


Recreational user days paid only for W.I.N. card holders


High use lands must have an Access Management Plan


Lands included in the program must be available for all species (including hunting and
angling)


Program is subject to audit


Includes access appeal process in the event of access refusal
Open Spaces Alberta – Hunting for Habitat (HFH)


HFH unit is a group of landowners who form a unit of land


The HFH unit includes only private land and does not include any crown land (e.g.
grazing leases)


Minimum block size must be 20% of significant wildlife habitat of Wildlife
Management Unit. HFH lands need not be contiguous.


Allocation to HFH unit for baseline:


If 20% of WMU, then 15% of tag allocation


If 20 – 40% of WMU, then 20% of tag allocation


If >40% of WMU, then 25% of tag allocation


Only one HFH unit per WMU


HFH unit must provide comparable access to public hunters and anglers


HFH operates under the authority of a contract


HFH includes an access appeal process


High use lands must have an Access Management Plan


The base HFH Unit allocation is for the five year trial period, subject to force majeure


An HFH Unit may sell their tags to resident hunters or to guide/outfitters. The guide
outfitters may market and sell tags they purchase to non-resident and non-resident
alien hunters.
Program is subject to audit

It sure would be great to see what the new draft looks like but considering that the people involved are the same and considering they were not too interested in informing Alberta's hunters the first time, I suppose this is to be expected.

This quote strikes me as odd:

Berger said that while he has been deeply involved in much of Alberta’s proposed land development policy, he has not been involved in the paid hunting and fishing issue.

This would be, Evan Berger MLA for Livingston-Macleod
and parlimentary assistant to Ted Morton.

Strange considering he was running in one of the WMU's where OS/RAMP was an issue during his campaign.

Definitely seems like a pretty deliberate attempt to distance himself from Open Spaces and RAMP (paid hunting), because there's no doubt he's well aware of it.

He looks like a quality man to replace Morton when the time comes. If I recall correctly Ted was predicting he would be out of SRD right about now. AT least thats what he suggested at Broyce Jacob's fundraiser.

Any thing to do with RAMP or HFH is bull #%&^ and no one should ever had the chance to do at all. I think that we need to get rid of any and all involved with this in alberta and any other province planning on some thing similar. The only thing worst than this is poaching......
 
Obviously Ted Morton wanted this thing done prior to the last election. The last thing he wanted was overlap with the implementaion of the Land Use Framework (LUF). The seven regional plans of the LUF will be completed(supposedly) by 2012. Ted himself has said the LUF is going to be very contentious for some ALbertans so the lst thing he wants is two seperate programs he is trying to instal being met with strong opposition. For all you "I don't care about RAMP I hunt public land" folk, you may want to start wading through the LUF .

After you read it, ask yourself why Motorn seperated OS/Ramp from this larger land Management program.
