I decided i am tired of getting wet and being cold while doing what i love so i decided why not have a blind i could be comfortable warm and dry in. propane heaters , and cook top for warm soup and coffee . 8 cans of ultra flat camo spray bomb , 2 max 4 blind sheets and a 5' x 7' imitation grass rug and this is what i came up with lol .

Looks like a pretty sweet setup, and it definitely adds some comfort. The ultimate of portable blinds lol.

Are you going to be easily able to tow it out to the area you're hunting?

The Fish and Wildlife Act (Ontario Act governing hunting) doesn't include anything about blinds. The only thing it mentions is vehicles. The Migratory Birds Convention Act (Federal law on Migratory Bird Hunting) also does not include anything about blinds.
 
You even camo-ed the tyres on that thing!! LOL!! Well done...it looks great! There's nothing like discomfort to make a man bring out his creative side eh!
 
Very nice set up, shows creativity with obsessive compulsive over tones. I have the same diagnosis, it's a left handed compliment.! When I was a couple years younger I was one of the first guys in this area to build a full duck blind on my 16 ft. aluminum boat. It had a full top with shooting holes and doors for the dog to come and go. So I share your passion for building neat hunting stuff.
As far a the legalities of shooting from it in Ontario. You can not shoot from a "Motorized" vehicle. Just make sure the trailer is not attached to the vehicle during the shooting. The wheels have nothing to do with the equation. You can shoot from a canoe and not a motor boat (unless anchored) for example. You can sneak up on moose on your mountain bike and shoot from it.
