Theoretical bullet composition question

Not sure where to post this, but this section seems most relevant. Basically, I want to know whether it's possible to manufacture a steel core hollowpoint bullet (7.62 NATO, 5.56 NATO and .45 ACP, specifically) that would actually mushroom properly when it strikes soft tissue. I'm not interested in the armor penetration potential of this kind of bullet.
 
Steel cores, generally, don't expand. Even very soft steel is harder than lead. A .308 or .223 HP with a steel core would very likely come apart upon firing. Possibly leaving the jacket in the barrel.
 
If a core is steel, the bullet will either be light for its size or long for its weight. Not only would the bullet not expand, but there would be ballistic issues, too.

A copper core would work, but with copper there would be no need for a jacket.

A steel core needs a very thick jacket of softer material so the rifling can engage without undue wear or pressure.
