Yes, it may be legal for quite some time, if it is pinned to five rounds.

Then, one day, the RCMP or local cops will bust someone who has one of these mags pinned to five. A Crown prosecutor will make the argument in front of a lower court judge that the law regarding magazine capacity is meant to protect the public against the menace of terrorism or a crazed gunmen. An RCMP weapons expert will testify that the magazine is “easily converted” into an illegal large capacity magazine, merely by removing the pin. The magazine then becomes an instrument of terrorism and murder. The cops will coordinate this all with press releases showing the magazine being used by a machinegun.

The judge will rule in favor of the Crown and declare that this, and all other “easily converted large capacity magazines” are outlawed. And if the lower court does not go down this path, the Crown will appeal to a higher court, gaining the same result from an entirely predictable judicial system. Crown directives and, if need be, regulations will be suitably modified to identify all pinned magazines as prohibited devices. An amnesty will be announced for all "law-abiding citizens" to turn in their magazines for destruction.

In my view, it is not a question of if it will happen, but when.

I wouldnt bother for a 5 rounder, the L86A1 they made wouldnt feed the last 5 anyway so kind of pants really. The reports more or less proved it was the UK ammo but it also turns out on a bullpup to get in the way a hell of a lot.
 
Well I dunno about you guys but I didn't register my Mags. How many do you think would get turned in?
 
Why would RCMP bust someone for having a mag pinned to 5-round? Do cops just bust people for the fun of it where you are? You're just creating a scenario, and that is more dangerous than what you say will happen. If someone have C-Mag pinned to 5 round, and it is legal in Canada, he or she will never be arrested. Period. And don't try that argument about 'the mag can be converted to full capacity by removal of pin.' High-cap mags in Canada are pinned to 5, because of government, not by us shooters. They can't use that argument in court without arguing the merit of current firearm law and it's validity, and if they do, they are challenging government procedure, and Crown Prosecuter really don't have the muscle to wade in that kind of fight. Nor the resources. They will just shoot themselves in their own foot. If a ####storm blows, it will just happen during legislative procedure, without much fanfare, and announced when the law passes. Then we'll be in trouble.

I have seen quite a few of them used. Every single one that I have seen shot in a dynamic situation has crapped the bed. They might work alright if shot off a bench, but any dirt or jostling around buggers them right up.
 
Now I don't profess to be a math expert but wouldn't we have to pin each mag to 2 and half rounds?:p
