I've got a hold on a Hopkins & Allen single shot, 2-3/4 chamber, 12 guage, 30" barrel.

I haven't seen it yet as it's out of town and I'll drive out to take a look tomorrow.

I'm a rookie hunter looking for my first shotgun for turkeys and other birds and I'm wondering what suggestions you guys might have with the rider that I'm on a tight budget.

Would this shotgun, asking $150, a good start?
 
Well the Hopkins and Allen will be a very old shotgun as they went out of bus. in 1914 or so and for the most part were inexpensive utility guns with little or no collector interest. If you're into antiques or old guns or shooting the oldies this may be okay but for an everyday hunting gun i would suggest a more modern gun, made with more modern steel that you can get repaired or get parts for. A modern pump gun can be inexpensive new or used and will take a steady diet of today's ammo including steel.
 
I would bet the chamber will be short -2 5/8"
I would not use this with any king of heavy load
even if the camber was 1 2/3"
I usally sell H&A singles in average condition $75.oo If I am lucky.
For 150.oo , you could pick up a used 12x 2 3/4" pump shot gun
ithica 37, Mossberg 500, Winch 12 ( maybe) Stevens model
I had a couple good mossberg bolt actions shot guns in 12 and 410,
sold them in the 100.oo range - good guns, just not not any cool factor
