What are those little cloth bags that are tied to various points on the Norinco M14's?

i believe they are silica pouches to absorb moisture during shipping.

Ju-ju bags.
They have the toe-nail clippings of the people that assembled your rifle.
If you are unhappy with the quality control, toss the bags into a fire and it will cause agony to the feet of the assemblers.

This is all covered in the Hungary 2 CD set, especially the part about causing extra torment to the guy responsible for indexing your barrel.
