Tikka T3 - bell and carlson stock, aftermarket fluting

There was a guy selling Tikka T3 rifles with bell and Carlson stocks. He offered fluting, muzzle brakes etc, and was pushing packages with Scorpion Optics. I can't find the ad anymore, does anyone know who they are or have experience with them?

rifles look good but avoid the scorpian optics.

I was toying with the idea of 204 in stainless shortened to 20" and fluted with the bell and Carlson stock. The b&c is a little heavier, I've had luck in the past removing a little weight from them under the recoil pad and barrel channel.
