With that rifle (as with the majority of them), a decent scope and trigger time!
Once you are good, you can look into loading your ammo to better match your rifle, but the shooter is the most inconsistent part of any shot.
 
Pillar bedding kit and a good bedding job..... The T3 triggers are already quite good, but if you wanted I think yodave will sell you a new spring for about 12$.

I got a Boyd's pro varmint stock for mine, but that's not a must. I wanted the weight and the adjustable cheek piece.

Read about the bolt stop modification and magazine modification so you can load your .308 bullets closer to the lands.

Mountain Tactical/tikkashooters is a great source for tikka mods. Coretac carries some of their stuff too.
 
X2 on what Gunneegoogoo said. I really like the steel recoil lug and a pillar bedding kit from Lumley arms, I install them in all my Tikkas. Triggers are good as is, generally get them to 2ish lbs no problem, nice and clean and crisp with no mods required unless you want less than that. I put my TikTac into a Boyd's Pro Varmint as well and I think it was a very good upgrade over the factory offering.
