I wouldnt go 6.5x55 for reasons you mentioned and good luck finding a good selection of ammo in the stores( I assume you don't reload)

.308 is accurate as heck, lots of guys shoot them for long range, tonnes of guns are chambered in them and the round has been studdied to death for long range shooting.
My first long range gig was a .308 Winchester Stealth 1 with a Bushnell Elite 3200 10x mil-dot with TPS rings and a Near base. Whole set up was around $1300 and shot very well for a newbie.
The Remington PSS would be my choice with a 3200 10x to start out with and if you really enjoy it the PSS will sell easy and you can move on to more expensive toys ( might not shoot better but you'll be cool ;)

The old 6.5X55 is an old Swedish Mauser round. Don't let that fool you as being a sleeper. With the great selection of 6.5 bullets, a stiff acton and new powders with fast twist barrels the old 6.5X55 can be loaded to almost the same velocities as the 6.5-.284, with less barrel wear.
Handloading would be a factor as most factory offerings would not be a very good long range paper punching round. The however would also be the case with any long range rifle/round combination. "Match Ammo" and the word "cheap" are rarely used in the same sentence when talking about long range shooting.

Decided to pick up a remington 700 VS in .223, low-round count, 26" barrel
Incl'd: Ridge Rock Bipod, sling, and Tasco 4x-10x scope

for $725, hopefully this setup with the cheap ammo will start me out in shooting long rangish

I know theres better calibers, but i just want to learn the basics for now
 
Not a bad choice. It will work OK out to about 600 yards with light bullets. The 700VS lacks the fast twist barrel to shoot the heavy 75-80 grain bullets, but you will be OK at 600 or less.
Now with the money you saved, go buy some reloading gear.
 
Good choice :) As long as you have fun, who cares what cal. you shoot.
Nice thing about that .223 is you can go fine tune your skills in a gopher patch where MOA accuracy is a must out too 300-400 yards;)
