yeah the rail is bent at the tip where its not screwed into the receiver but the rest is pretty flat with a level.. still wondering if I should just buy the talley 20moa rail and be done with it..

I probably would. You won't trust it as is.

It appears your stock rail is pinned in place too. The T3 Tactical rails are (which is a feature I like).

Cosmetic then. Nothing other than the barrel band attaches there. But a 20 moa rail would be nice to have

I plan to make a couple bands for the CTR's I have just for giggles.

Just buy a set of Signature Tactical rings, you can add as much elevation as you will ever need with the inserts, without changing the rail.
