Hey fellas, I'm going to buy a bush gun and I want the lightest rifle or shotgun I can get and I have a $400 budget, bolt, lever, semi or single shot. I had a 303 but to heavy, and I don't care what it's chambered for

hunting deer and black bear, a scope would be nice for low light, dawn & dusk 75 to 100yds would be a max shot

Your budget limits you, but I'd suggest that you consider a good used rifle rather than anything new for that price. IMHO, you just can't buy a good rifle for $400 new. However, a good quality rifle with cosmetic wear but good bore and action, can be had for that much money and will outlast you if taken care of.
Now about "brush" rifles. Some rifles are limited to brush hunting because of their configuration - short range cartridges, poor sights, or poor triggers etc. A standard rifle with 22" barrel is still shorter than most shotguns used in the brush, and you won't hear many serious wing shooters complaining about a 26" barrel on their shotgun.
So my advice is to look at a rifle that you can shoot well from offhand, that fits when thrown up for a quick shot, and has a good trigger and smooth action. That is what you probably really need, not a short barrel, close range only ammunition, or fast repeat shots.

I was in my local shop yesterday and seen a sxs 45-70, can't remember the make, maybe baikal or boito or something like that, it was sweet I ended up buying a couple judges instead one pistol and the rifle version. I think I go back and grab that sxs, if not I'll let you know the make at least. It was a little over the $400 budget but worth it IMO. You could also look at savage 99 or remmy 760 gamemaster there in about that range
