Those are screwed in and painted over, so the paint creates a bit of a seal. Tried to remove one with a precision driver but I saw I was gonna strip it if I kept going. Here's what worked for me:
1) Used a screwdriver big enough to go the full length of the slot
2) Gave it a whack with a hammer to break the paint seal
3) Gave it STRONG downward pressure and started unscrewing - they were difficult to turn in the beginning but they went
Some notes:
-I don't like using the heat/oil method mostly because of the oil - if you loctite your rail screws, oil will prevent it from doing its job and hello wandering zero
-Precision drivers have crappy handles that don't allow you to give enough turning force - crappy tire screwdriver sets have a couple of options that will fit great, just wait for a sale
