Who does TiN in Canada? I googled and most results are in the US. Or hard chrome?

Check at a specialty motorcycle suspension shop. Many M/C inner fork tubes are now TiN coated to lessen stiction between the outer and inner tubes. It is very specialized work. I looked into re-doing a set of unobtainium tubes for a collector bike in hard chrome. The only place I found that would do it was in Britain.
