He is wearing 'Wally boots & a Wally cap'
Those caps are worn by 'DORKS' most of them wearing them 'backwards'
I think here in North America they/we call it 'Baseball'
In the UK, they call it 'Rounders' played by Girls
Nothing wrong with girls playing this game, HOWEVER, grown men playing the same game with hats and long legged socks, with these stupid caps, GIVE ME A BREAK

Actually, come to think of it, I remember the 'Queen' wearing a pair of boots like yours when she was out walking her "Corgie Dogs' on the estate
