Looks like manufacturer, not model. Must have been slow for glock LEO sales or they werent counted. But alot of folks apparently shelled out for having Kimber scrawled on their frames.
LEO sales go in bits and spurts. Once an agency buys, they usually do not change for some time. Unless they are changing from .40 to 9mm like the FBI is apparently doing.
