TOZ 16 ga. SXS. hammer difficult to ####

I have just been given a TOZ 16 ga. SXS with external hammer.
The only inscription I see on the barrel are : 40K 16X70 6YN
The problem is that the left hammer is very very difficult to ####.
1) Any suggestion to remedy this problem
2) Are those shotguns any good ?

16x70 means 2 3/4" chamber

The gun is probably from 60s or 70s and back then they were good. So if it's hard to ####, I'll say it need good oiling, I would try WD-40 at first and work it.

However, if some spring was replaced with new one and new spring is a trouble, than you have to work on the spring.

If there is lot's of rust for some reason in the mechanism, I would take it apart, cleaned and put it back.

Note, it could be also dirt, but cleaning with WD-40 should help.

Have you taken the side plates off, you don't have to remove the hammers. I had problems with a 12 gauge and one or 2 of the screws had come loose, I tightened them and the problems went away. Both my old SXS hammer Baikals have very stiff hammers, but I have never had a misfire. If one hammer is easy and the other hard remove them and compare them , they both should be the same, probably stiff. Sometimes a Colt 1911 hammer spring with a few coils clipped is used to lighten the hammers on Baikals. Compare and clip the coils on the Colt 1911 spring, a replacement Toz or Baikal part may be hard to find.
 
"...difficult to ####..." As in a heavy spring, does it feel like metal is rubbing on metal or a really tight screw? Just oiling doesn't mean it'll move more easily. The internal parts may be too tight.
