TR sight base for? (pic heavy)

This sight base has been floating around my gun stuff, anyone know what rifle it fits? Sportco maybe? My Central sight fits onto it perfectly, but the whole thing has a slightly handmade look to it. Here are pics, any thoughts? I'd like to return this to useful service if possible.

look like a base for a winchester model 94, because of the mounting screws placement and for the side to top and forward (forward to clear the top ejection port)mount configuration but it is not because of the round inside. it look handmade also.

My Sportco is not drilled and tapped on the top of the action, it uses side mounting screws.
