Hi all. I just finished the process of buying a used handgun from a CGN'er in Quebec. The transfer has gone through and was mailed out on Wednesday. The seller informed me that he is waiting for cession papers showing that I now own the gun and that he no longer does before he can ship it to me.

This is new to me as my other used hanguns were purchased locally and I just had to get a temp ATT and picked them up. Can someone explain this to me, as I have bugged the seller enough and am just curious.

You will both get a piece of paper called a "transfer notification"...he can just call the CFC to get confirmation on the transfer and ship you the pistol, instead of waiting for the paper.
 
Laniru is correct. You can also call the CFC (if you have a reference number) and simply ask if there as been a new cert issued or they might give you the TAN transfer authorization number. Either way it proves the gun is your responsibility now.

You have to wait to get the TAN ( Transfer Autorisation Number) in the mail, who in Quebec, is delivered along with a permit to transport the firearm. This is also the procedure that was followed by Freedom Venture when they shipped my Edge .45 ACP. I had to fax the Transport Permit before they shipped.

You can do otherwise, but I doupt this is 100 % legit. My advise: wait to get the proper paperwork in your hand.
 
Maling a firearm does not require an ATT of any sort, so long as you have the new cert # or the TAN go ahead and have it mailed. Oh, and the TAN is just a transfer tracking number, the important one is the new registration certificate number.

Transfer

I just bought a gun out of ontario a little while ago, he phoned the CFC and started the transfer of the gun. I called and confirmed then a few days later I called and they said it was completed. The fellow phoned, got the transfer number and a temp att to take it to the post office and the rest is history.
Remind me not to buy a gun from you Janeau because it took a couple weeks for that transfer notification to come in the mail, and im not prepared to wait that long to even have it shipped.
 
Dart 440, you should not buy any gun from Freedom Ventures ( STI Canadian Distributor and dealer) either !!
A temp att over the phone ??? Ya ..right.
For those of you who state otherwise, why not call your provincial CFC ? Here the SQ tell you each time, that even if the transaction is approved, to wait for the TAN and ATT before shipping. They are probably wrong... the laws and procedures are not the same in Eastern Canada as I can see.

Alberta and the west is light years ahead it seems. I got my 24 Hr 7 day a week AB,BC,SK,MB,YK,NWT ATT over the phone is less then 2 minutes WOW???! they even faxed me a copy also within 5 minutes.
I have also done a transfer over the ph at a sellers house within 5 minutes and took the gun home with me. Im wondering if I am not calling the right Provincial CFO since I can get stuff done over the ph legit and legally?

I have ALWAYS when selling called the CFC, got the TAN or new cert number over the phone and then been given a temp ATT over the phone (which is faxed to me within minutes) and taken the firearm to the Post Office.

I would be some upset if a seller made me wait until they had a paper copy in hand before sending MY gun (no seller has made me wait for this either).
 
Well this ATT faxed right after the phone call does not cut it here in Quebec.It take more time than this.

When both (seller and buyer) have called the CFC to close the transaction, CFC Miramichi transfer the file to Quebec's CFO. If it is Inter Provincial (buyer in one province and seller in another or vice versa), it takes the authorization of the other Provincial CFO. This takes two days at the minimum and I have seen two weeks : this just to authorize the transaction. After the CFO of the buyer's province gave his autorisation, we( seller or buyer) can get the TAN by calling the CFC (who again transfer the call to the Provincial CFO) Then you will get the %?&* TAN. They will not fax you an ATT. They warn you to wait to receive the ATT by mail which most of the time come with the TAN. This is faster when it is within the Province but Inter Provincial take extra time. The process takes about two weeks. I was also upset when Freedom Ventures was not shipping until the ATT and TAN was faxed to them but this seem the procedure with dealer. Maybe one of our dealer sponsoring CGN can enlighten this. When selling to a fellow shooter, I do like most of you, ship after I got the TAN number. Whatever this is not clear if this is 100 % legit to process without the ATT ( anyway this is against the instruction provided by our CFO). If you are able to obtain an ATT in your Province faxed to you in two minutes, then you are in business and you should consider yourself an happy, lucky camper.

I can understand Dragonblade's seller not to ship if he was told by the CFO not to ship before the ATT is received along with the TAN. This is a pain for both of them, but this is it. Two minutes transactions just do not happen here in Quebec. Same with rifle : I puchased a new rifle before Chistmas and it took 1 hour to get the transfer autorisation after my dealer phoned. One of my friend had to get back the next day to pick up his rifle. Restricted is two days for a TAN minimum and two weeks for an ATT. They do not fax them to you.

We have all to suffer this system and nobody like it. But we should understand that differences do exist in the application by the Provincial CFO's and we shall respect the fellows who choose to go along all the way with it.

I am in the process of buying a new pistol from a dealer in Ontario and will see how this one goes.

An ATT is not required to SHIP a gun. You are not transporting the firearm, the post office or fedex or who ever is. Once a TAN is received Send the fu*ker! Atleas that's how we do it here in Alberta, don't know about that communist hole you folks call Ontario. I feel for you folks....

To clarify;

1. Dealers don't need ATTs to ship - it's considered part of the dealer permit.
2. I need confirmation the transfer of the gun has been approved before I can ship. Other dealers may want to risk their livelihoods on assuming something is going to be approved, but that's their call.

Here's where Januea (sorry, I don't know who you are - so I don't know the exact circumstances of your purchase) is concerned;

Most of Mirimichi (sometimes you'd get an exception) used to refuse to give out the status of a restricted transfer over the phone. It was policy. They would transfer you to the provincial CFO. Every CFO in Canada EXCEPT Quebec would give it to you over the phone and even offer to fax the form.
Quebec, after you waited on hold for a hour, always said they would only mail it - not fax - that's it - that's how you find out.

Today, Mirimichi will tell the me the status of the transfer when I call - then I ship. I don't have to deal with the Quebec CFO in that case (which sure saves time)

Quebec is still slower; as CFOs like Ontario and BC and NS - actually fax the approval to me when it's approved, rather than when I get a chance to call (which is when I estimate approval will occur, not every hour on the hour...:D )

So for a private transfer would that mean that once it has been approved, he can send it or does he have to wait for the paper work in the mail.

Yes, once approved - he could send it, but there are a lot of people out there that won't trust the word of the CFC and require the paperwork to cover thier butt.

I take the CFC's word on the phone, because my customers want fast service, I have a reasonable CFO, and I'm kind of (foolishly?) trusting, but I can't blame someone who wants the papers to back it up either.

The Transfer Authorization paper specifically states that the seller is now authorized to transfer the firearm. It comes at a completely different time than the new registration, which goes to the buyer, not the seller.

So I think its pretty reasonable to get the Transfer Auth. and ship. As Sean (Freedom Ventures) pointed out usually you can get the document faxed if you're in a hurry.

OF course Quebec is the worst of the provinces for Bureaucratic BS... But their legal system is also totally different too.
 
Well for an update, I just got my TAN in the mail today and it included an ATT to pick it up from the sellers address in Quebec. I e-mailed him to see if he got his and if not I offered to drive down and pick it up as he is just a couple of hours away and I may have some time on my hands being a college student in Ontario and a strike looming.
 
Just phone the CFO, and get them to FAX the transfer notification. The copy they fax you is the same one that will show up in the mail.

And, for the record, Freedom Ventures is an awesome dealer. I would buy from them any day, with 100% confidence.

I do not know if you read my above post, but I did get my transfer notification and ATT to pick up the gun. Right now I am awaiting a reply from the seller if he got his papers to send the gun and if not I may drive down and get it as I have the transfer notification and ATT.
